President Yoweri Kaguta Museveni has appointed Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO). The position was left vacant after the death of Brig. Gen. Charles Oluka on January 29, 2025.
The President has selected Tony Kinyera Apecu as Deputy General of ISO, succeeding Col. Emma Katabazi, who has been appointed Deputy Ambassador.
About Mugyenyi
Arthur Mugyenyi comes from Kiruhura District and has spent his entire career in intelligence services. He began his journey in 2001, working at the district level before moving up the ranks.
From 2001 until 2006, he worked with the Kabale, Mbarara, and Kisoro districts' Internal Security Organisations.
He was eventually employed as the ISO Liaison Officer to the Ugandan Parliament, where he played an important role in intelligence coordination.
In 2017, Mugyenyi was elevated to Director of Political Affairs at ISO, a post he continues to hold today.
